Define the work behind the fee

• Distinct positions: a headcount of 100 people in five consistent roles is different from 30 people in 25 distinct roles.
• Role complexity: specialized duties or blended positions may need more judgment and documentation.
• Markets: multiple locations or comparison groups expand the research and explanation required.
• Data readiness: incomplete job descriptions, inconsistent units, or missing schedules create preparation work.
• Compensation elements: benefits and employer contributions add work beyond a base-pay comparison.
• Deliverables: confirm the report, tables, presentation, review meetings, and revisions that are actually included.

Compare quotes on equal terms

Send every provider the same role list, locations, purpose, and desired outputs. Ask each to state its assumptions, exclusions, revision process, and treatment of scope changes. A lower fee for a narrower analysis is not necessarily a like-for-like comparison.

Distinguish one-time analysis from future updates or implementation support. Ask whether additional source-access costs exist and who is responsible for them. Do not assume ongoing monitoring is included in a single study.
