Custom software vs. off-the-shelf tools: how to choose

Choose software based on the work it needs to support and the effort required to keep it useful. Custom development is one option; an existing product or a simpler process change may be the better fit.
Compare the tradeoffs

Test the difficult parts
Use representative scenarios rather than a general feature checklist. Can the tool support a record with missing information? Can the right person correct it? Can staff see what needs action? What happens when a connection is unavailable?
Make the same scenarios available to every provider you evaluate. A polished demonstration is useful, but it should not replace testing the work your team actually does.
Consider the full cost of operating it
Include staff time, administration, training, integrations, maintenance, and change requests. An inexpensive license can still require significant manual work; a custom tool can still require ongoing investment. Ask providers to make those responsibilities explicit.
Choose a next step that reduces uncertainty
If an existing product appears to fit, test it against your scenarios. If the workflow is unusual or fragmented, define a small prototype before committing to a broad build. If the underlying process is unclear, begin with discovery.
